Request for Information

GSA, in collaboration with the U.S. Department of Energy (DOE), issued a Request for Information (RFI) to obtain responses from vendors and other interested parties on resource-efficient technologies that improve commercial building health and resilience.

Responses will be evaluated and considered for inclusion in the GSA Proving Ground (GPG) program (for federally-owned facilities) or voluntary partnership programs facilitated by DOE (for privately-owned facilities), or both. Project results are intended to help validate the technical and operational characteristics of the technology and its potential for future deployment.

This year’s RFI is focused on three broad categories of resource-efficient technologies:

  • Integrated solutions that maintain indoor air quality without compromising energy efficiency. Example technologies of interest include:
    • Multi-zonal sensing and control
    • Higher performance filtration
    • Improved air sealing in ducts
  • Technologies that extend passive survivability and support continuity of operations during grid disruption. Technologies of interest include:
    • Advanced opaque retrofit envelope technologies that support passive heating, cooling, and ventilation
    • Window retrofit approaches
    • Phased control or load coordination
    • Software solutions to enable control and prioritization of power to critical loads
    • Water conservation technologies that support continued facility operation when the water supply is disrupted
  • U.S. manufactured technologies that support the production of electrical energy through photovoltaics (PV). Technologies of interest include:
    • High-efficiency PV with improved materials construction, fabrication process and/or installation methods
    • Building-integrated photovoltaics
    • Innovative PV and storage systems

Information submitted in response to this RFI must propose measurable success criteria, including:

  • Impact of the technology or solution in terms of duration of maintained services for productivity, continuity of operations, improved indoor air quality, and occupant comfort; and
  • Impact of the technology or solution in terms of payback, energy savings or utility cost savings, or any combination of the foregoing, at the technology and whole- building level.

GSA and DOE Test Bed Locations

GSA and DOE have identified candidate medium- and large- sized commercial buildings.

  • Technical attributes of candidate testbeds

Technologies will be considered, by one or both programs, for third-party measurement and verification in occupied, operational buildings.

GSA IT SECURITY: Network-based devices and application software hosted internally to GSA’s network, as well as cloud-based software solutions must adhere to Federal and GSA-specific IT security standards. Note: These guidelines are applicable only to the GPG program. IT security requirements for DOE will be determined on a case-by-case basis.

About GSA’s Proving Ground Program[3] The GPG Program enables GSA to make sound investment decisions in next-generation building technologies based on their real-world performance.

Technologies selected for participation in the GPG program will be piloted in one or more federal buildings for measurement and verification by third-party evaluators. Tested technologies must be gifted to the federal government as outlined in 40 U.S.C. 3175.

About DOE’s Office of Energy Efficiency and Renewable Energy (EERE)[4] The mission of EERE is to create and sustain American leadership in the transition to a global clean energy economy. Its vision is a strong and prosperous America powered by clean, affordable and secure energy.

DOE will facilitate matchmaking of selected technologies with commercial building partners (which may include privately owned buildings, federally owned buildings outside of GSA’s jurisdiction, and institutional buildings, or regional technology demonstration initiatives).
